  What are the objectives of the JLUS?

The overall goal of a JLUS is to reduce potential conflicts while accommodating growth, sustaining the economic health of the region, and protecting public health and safety. Like all JLUS programs, the Kingsville JLUS has three primary objectives:

Understanding - To increase communication between the military and local jurisdictions to promote and understanding of the strong economic and physical relationship between the installation and neighbors.

Collaboration - To encourage collaborative planning between the military and local jurisdictions so that future community land uses are compatible with the operational missions of the installations.

Actions - To develop strategies for local jurisdictions, agencies, and the installation to reduce the impact of existing community and military activities on each other, and to devise tools that will help ensure future compatibility.

 
 

 

 
 

How can I be involved in the process?

In addition to the Policy Committees and Technical Oversight Committee meetings, a series of public forums will be held throughout the duration of the study. These forums give residents an opportunity to understand the existing issues, review draft tools, and provide input on implementation strategies.

There will be two public hearing forums held during the JLUS process, which address the following topics:

Public Forum #1: Introduction and definition of the JLUS project, generate excitement and enthusiasm, present initial analysis, collect additional information for incorporation into the analysis of existing conditions, identify issues and concerns.

Public Forum #2: Describe draft recommendations, strategies, and implementation tools. Solicit final input for changes to recommendations prior to completion of the full draft.

Public Forum #3: As the "Official Public Presentation" this public forum will be held in a public hearing format to present the Draft Plan.

  What will be addressed in the Kingsville JLUS?

The Kingsville JLUS addresses all lands near Naval Air Station (NAS) Kingsville with a current or potential future impact on military operations at the base, and lands upon which military operations at the base have and actual or potential impact. Given that NAS Kingsville is located within Kleberg County, the study area will include areas within the county.

 
 

   

 
  How will other organizations be involved in the study?

After agreement between the affected jurisdictions and the base agree to collaborate on a JLUS, committees are established with a set of responsibilities. The following list describes the JLUS organizations and responsibilities:

Study Sponsor - The sponsor controls the study, coordinates the set up of other committees as well as the study outline, and is responsible for grant management. For the Kingsville JLUS, the City of Kingsville will serve as the study sponsor.

Advisory Committee - This committee is responsible for leading the direction of the JLUS, approving the budget and study design, and monitoring the implementation and adopted policies.

Technical Committee - This committee identifies technical issues and alternatives with the subcommittees, and is responsible for the report development and recommendations.  

How long will the project take?

A JLUS typically takes one year to complete. The Kingsville JLUS is expected to be completed by the end of 2007.

How will the project be undertaken?

The project will consist of five phases, and are as follows:

Phase 1 - Data Collection: The JLUS process has already commenced in partnership with NAS Kingsville,  Kleberg County and other jurisdictions. This phase consists of data collection, documentation review, base map/inventory mapping, and formalization of the plan outline and format.

Phase 2 - Initial Identification of Compatibility Issues: This phase builds upon information collected in Phase 1. The collected data will be analyzed to identify existing and future compatibility issues.

Phase 3 - Analysis: Using available analysis tools, the compatibility of land uses within the study area will be determined. Land use conflicts with current military operations will be identified for the determination of potential impacts to adjacent lands. The effectiveness of existing development policies, procedures, and regulations (including local zoning ordinances and general plans) will be assessed.

Phase 4 - Document Production: Acceptable and feasible uses within the study area will be identified, taking into account the economic viability of those land uses and compatibility with adjacent uses. Draft and final documents of the JLUS document will be prepared during this phase.

Phase 5 - Implementation: Upon completion and acceptance of the JLUS final document, an implementation committee will be formed to take action on the JLUS recommendations. Implementation of the JLUS will be a coordinated effort between the City of Kingsville, Kleberg County, NAS Kingsville and the public at large.
