Draft EIR Cover The environmental impact report (EIR) prepared for the General Plan was designed to meet the requirements of the California Environmental Quality Act (CEQA). The City Council, Planning Commission, the public, and interested public agencies used the EIR to understand the potential environmental implications associated with implementation of the General Plan.
 
The Draft EIR was submitted to the State Clearinghouse (SCH#2005112003) and released for public and agency review on October 3, 2006. The public review and comment period for the draft EIR closed on November 16, 2006.
 
To complete the administrative record and respond to public comments on the Draft EIR, the City issued a Recirculated Draft EIR. The Recirculated sections of the DEIR include the Background Report Chapter on Biological Resources, and portions of the DEIR related to Biological Resources, Air Quality, and Agricultural Resources. Significant environmental effects identified in the RDEIR include the project's impact on global climate change and indirect and direct impacts on biological resources.  The public review ran from July 16, 2007 to August 29, 2007.
 
A Lead Agency is required to prepare a Final EIR before considering the Proposed Project. The Final EIR includes: a list of persons, organizations, and public agencies commenting on the Draft and Draft Recirculated EIR; comments and recommendations received on the Draft and the Draft Recirculated EIR; responses comments; and any revisions to the Draft EIR.
